I pretty much have experience in the game, so killing the heart is not a hard thing to do. Worst case scenario: you have to kill the Heart once. What's the priority: what the command is supposed to do (unlocking everything), or the mod/unlocks restriction (unlocking nothing at all)? Wouldn't mind if you could try and post the result here. Since you need an active mod to use the console, I'm not sure what the achievement command will do before that point. Just a thing though: enabling mods before killing the Heart once prevents unlocks. Worth a try (don't put the quotation marks). I assume the asterisk means "all" (common in coding languages).
